In that year, the construction of an international printing center in the Pearl River Delta was included in the "planning outline for building a major cultural province in Guangdong Province (2003-2010)". GAPP also included it in the development goal of building China into an important printing base in the world in 2010, and determined to build the Greater Pearl River Delta region (including Hong Kong and Macao) into an export-oriented printing center. In order to further promote the construction of an international printing center in the Pearl River Delta in the eleventh five year plan, from June to August 2005, Guangdong Publishing Bureau conducted a comprehensive and in-depth investigation on the progress of the construction of an international printing center in the Pearl River Delta. The relevant research is as follows:
first, the printing enterprises in the Pearl River Delta have increased their capital and shares, opened up domestic and international markets, showing a good momentum of rapid development
encouraged by a series of positive measures of "building an international printing center in the Pearl River Delta", and at the same time, due to the rise of the euro exchange rate, orders in the euro area have shifted to the currency area linked to the US dollar, In the past two years, the printing industry in the Pearl River Delta has shown a good momentum of rapid development. According to statistics, as of June 2005, there were 12438 printing enterprises in the Pearl River Delta, including 302 publication printing enterprises, 6639 packaging and decoration printing enterprises, 68l packaging and decoration special printing enterprises, 4608 other printing enterprises, and 208 typesetting, plate making and binding special enterprises. There are 573402 employees, with a registered capital of 36.551 billion yuan, fixed assets of 74.557 billion yuan and a total industrial output value of 77.774 billion yuan. Compared with the end of 2002, the number of enterprises increased by 1792 in two and a half years. Among them, the number of publication printing enterprises increased by 46, and the number of packaging and decoration printing enterprises increased by l675. This situation is in line with the development plan of printing industry in the Pearl River Delta formulated by the Provincial Bureau - vigorously developing packaging and decoration printing and controlling the development of publication printing
more importantly, as the number of printing enterprises in the Pearl River Delta increases, some experts suggest that the scale of enterprises should expand rapidly and the industrial quality should be continuously improved. Many original enterprises have increased their capital and shares by a large margin, carried out technological transformation, introduced advanced production equipment, and improved their competitiveness. For example, ARTUS Printing Co., Ltd., a Hong Kong funded company in Jiangmen City, increased its capital by HK $360million at a time to expand its enterprise scale and purchase advanced equipment. Also in Jiangmen, the newly established Hong Kong funded Hongxing Printing Co., Ltd. invested HK $500million in the first phase. This kind of situation is widespread in the whole Pearl River Delta to varying degrees, and has begun to form a depression effect. Overseas capital has entered the printing industry in the Pearl River Delta. Over the past two years, 85 foreign-invested printing enterprises have been newly established in the Pearl River Delta, with a total investment of US $310million, accounting for 30% of the country in the same period. In the same period, 28 foreign-funded enterprises entered the field of packaging, decoration and printing by increasing capital and purchasing equipment. Singapore national printing and publishing group has successfully acquired three printing enterprises in Shenzhen, Guangzhou and Panyu, while American Donnelly group is planning to acquire a printing enterprise with good qualifications in Dongguan on the basis of its investment in a printing enterprise in Shenzhen
from January 2003 to June 2005, although the number of printing enterprises in the Pearl River Delta increased by only 16.83%, the fixed assets increased by 32.5 billion, and the total industrial output value increased by 37.7 billion, with growth rates of 77% and 94% respectively. This does not rule out the existence of statistical caliber and accuracy issues, but the rapid growth in the size and output value of printing enterprises in the Pearl River Delta is an indisputable fact. The Pearl River Delta has become China's fine print base, causing the effect of "printing in the north and printing in the South". In the 15th National Book Market Exhibition book printing quality inspection held in 2005, 45 kinds of books in the country were printed with high quality by the General Administration of publication, of which 19 kinds were printed by printing enterprises in Guangdong Province, accounting for 42%. The effect of export-oriented development is also remarkable. According to incomplete statistics, more than 1700 printing enterprises in the Pearl River Delta region have been undertaking the printing of printing materials from more than 50 countries and regions all year round. By June, 2005, the number of printing industry in Guangdong still accounted for one sixth of the country, and the output value increased from one fifth to more than one quarter
the above follow-up investigation fully shows that the planning goal of "making the Pearl River Delta region an international printing center" determined in the planning outline for building a major cultural province in Guangdong Province is both forward-looking and achievable. The relevant supporting policies and measures formulated in the "planning outline" are effective and are being gradually implemented. It can be said that in the past two years, the construction of an international printing center in the Pearl River Delta has started smoothly, started well, achieved remarkable results, and made substantial progress
Second, the follow-up measures to build an "international printing center in the Pearl River Delta" during the Eleventh Five Year Plan period
in order to "make the Pearl River Delta an international printing center" in 2010, we must maintain the development momentum of the past few years, increase by more than 15% every year, and make the total output value of the printing industry in the Pearl River Delta reach about 150 billion yuan in five years or more, and the products are mainly exported. This requires us to continue to make practical moves, do practical things, and give effective promotion. At present, greater efforts should be made in the following aspects to win greater support from the state and relevant departments

These characteristics require sufficient attention from urban planning departments and environmental protection departments when formulating plans and evaluating environmental protection enterprises, and understanding and support from science and technology management departments when evaluating high-tech enterprises
at the same time, we should also see that the construction of an international printing center in the Pearl River Delta can not only occupy more international printing market share, increase output value and tax revenue, but also, high-quality and efficient printing is an important link in packaging and decorating all kinds of products, improving their grades and helping them to hit the international market. (II) conscientiously implement the existing policy support

With the development of the situation, we can gradually expand the scope of the Pearl River Delta and gradually cover the areas adjacent to the Pearl River Delta, such as Huizhou, Yangjiang, Qingyuan and other places, and guide the printing industry to transfer from the over dense areas to the surrounding areas
2. We will continue to implement the plan for the construction of printing industrial parks in the outline of the plan for building Guangdong into a major cultural province, and provide policy support for the construction of printing industrial parks. Areas with temporary immature conditions can guide printing enterprises to enter local economic and technological development zones and special industrial parks, so that the printing industry construction in the Pearl River Delta can develop from decentralization to intensification, scale and regional coordination, forming scale effects and enjoying corresponding preferential policies. 3. Continue to improve the approval management of the printing industry. This year, five administrative licensing matters related to the approval of the establishment of packaging and decoration printing enterprises have been entrusted to 21 cities above the prefecture level in the province. The adjustment of the management organization of "three bureaus in one" of culture, radio and television, and publishing in all cities in Guangdong has also been successfully realized. Our bureau has trained the adjusted management personnel, and will continue to carry out targeted training in the future to guide the use of the examination and approval rights of entrusted management. At the same time, we will continue to study the decentralization of relevant examination and approval matters, simplify the examination and approval procedures, improve administrative efficiency, and further facilitate the operation of enterprises
4. Taking advantage of the "Three Bureau integration" of cultural, radio and television, and publishing management institutions in various cities in Guangdong, we will comprehensively implement comprehensive law enforcement in the cultural market and significantly strengthen law enforcement forces at all levels, focusing on industrial construction and standardizing the order of the printing market on the one hand. Improve the hierarchical management system of publishing administrative departments. Pay close attention to the implementation of the five management systems of printing enterprises and the letter of commitment of Guangdong printing enterprises to abide by the law, and improve the self-discipline mechanism of enterprises. Gradually shift the focus of the work of administrative departments at all levels to regular management and law enforcement, strengthen the daily supervision of the printing industry, strengthen the education of law-abiding operation of printing enterprises, resolutely punish the "illegal operation" activities according to law, and build and maintain a good market order

1 Establish a printing enterprise hierarchy
the current overall structure of the printing industry is unreasonable. There are too many low-level and repeated enterprises, the scale is too small, the equipment is backward, the product structure is single, and the low production efficiency has not been well solved for a long time.
